Challenge
Before the digital transformation, Kemenag’s services were distributed across more than ten separate applications, resulting in inconsistent user experiences and complex access for both citizens and ASN. The existing on-premises infrastructure lacked scalability to support nationwide usage, particularly during critical peak hours such as daily ASN attendance submissions.
Manual processes for patching, backup, and system monitoring increased the risk of downtime, while the absence of automated load balancing created frequent performance bottlenecks. Limited real-time visibility into system performance and infrastructure costs further complicated service management. Without modernization, Kemenag faced significant risks of nationwide service disruption and data security vulnerabilities.
Solution
To address scalability challenges and fragmented services, Kemenag RI collaborated with Elitery, an AWS Advanced Tier Services Partner. Elitery began with an initial assessment of the on-premise infrastructure to evaluate application readiness, capacity requirements, and operational risks. Based on this assessment, Elitery designed a secure, minimal-disruption migration plan and established a unified, manageable cloud architecture for the Pusaka Superapp.
The migration process was executed in stages using a “lift-and-optimize” approach, ensuring that running services remained operational without downtime. During this phase, Elitery leveraged core AWS services: Amazon EC2 for elastic computing foundations, Amazon RDS for managed databases, Amazon S3 for high durability storage, Elastic Load Balancing to maintain availability, and Amazon CloudFront to accelerate user access across Indonesia. Once workloads were shifted to AWS, Elitery implemented further modernization, including Auto Scaling Groups to manage EC2 instances automatically, containerization to speed up application deployment, and enhanced observability through Amazon CloudWatch.
As a Managed Services Partner, Elitery provided continuous support beyond the migration. This included 24/7 monitoring, incident handling, patch updates, automated backups, and security hardening using AWS IAM and AWS WAF. Elitery also helped optimize costs using AWS Trusted Advisor and Cost Explorer to ensure efficient resource usage.
